Trump administration unveils new guidelines for easing back to normalcy

The Trump administration has released new guidelines for governors on how to reopen their states for business.

WASHINGTON, D.C. (FOX News) - The Trump administration is preparing for opening up America again.

The guidelines can be applied by governors statewide, or county by county.

The three-phase plan begins with what's called gatekeeping criteria.

Cases have to be on a downward trajectory for 14-days.

Hospitals must be able to treat all patients without crisis care.

These criteria must be met to enter phase one.

In phase one - all vulnerable individuals continue to shelter in place, healthy people should avoid groups of 10 or more.

In phase two, schools and gyms can reopen, but teleworking is still encouraged.

Phase three is nearly back to normal.

The vulnerable can start to go out in public, healthy people should still minimize time in crowds.

To get into phase two and three, there must be no evidence of a rebound.
