Rep. Raul Ruiz issues statement regarding fatal ICE shootings in Maine and Houston

WASHINGTON (KYMA) - Rep. Raul Ruiz (D-Calif.) has issued a statement regarding the fatal ICE shooting in Maine and Houston.

26-year-old Joan Sebastian Guerrero of Colombia and 52-year-old Lorenzo Salgado Araujo of Mexico were shot and killed by ICE agents just a week apart.

"Two more people killed by ICE agents, and once again, we are expected to just accept their word without a shred of evidence.

Lorenzo Salgado Araujo, a father of three, was shot and killed by an ICE agent in Houston and ruled a homicide by the medical examiner. He had lived in this country nearly 35 years with no criminal record and in the process of applying for a lawful status. Days later, in Biddeford, Maine, 26-year-old Joan Sebastian Guerrero, who was legally authorized to work in this country and without any criminal record, was also fatally shot by ICE agents.

This has to change. Federal agents should have the same basic accountability standards as local police.

This is why I have called for common sense guardrails in any DHS or ICE funding bill: no masks, judicial warrants before entering private property, independent investigations when agents break the law, clear use of force protocols, mandatory body cameras, and no raids at schools, hospitals, or houses of worship."

In his statement, Rep. Ruiz has renewed his call for "accountability guardrails" to be included in any DHS or ICE funding bill.

The guardrails include a ban on masks, judicial warrant requirements, independent investigations, use of force protocols, mandatory body cameras and protections for sensitive locations.

DHS said Tuesday they are putting a pause on its officers' arrest tactics.
