YSCO issues Level 2 sex offender notification

YUMA, Ariz. (KYMA, KECY) - On Monday, September 26, the Yuma County Sheriff's Office (YCSO) issues a Level 2 sex offender notification.

At this time, the offender, David Eugene Rowell, resides in the 9000 block of S. Chant Way in Yuma, Arizona.

Equally important, Rowell, according to a description via a press release, is six-foot tall, 200 pounds, and has blonde hair and blue eyes.

However, he is not in trouble with the YCSO at the present time.

Rowell's convicted crimes

Previously, the YCSO arrested and booked Rowell into the Yuma County Detention Center in September of 2009.

The charges against Rowell were:

  • Sexual Conduct with a Minor
  • Molestation of a Child
  • Obscene Material Transmit to Minor
  • Violation of Promise to Appear

Not only that, the courts charged Rowell with two counts of Sexual Contact with a Minor under the age of 12 in May of 2010.

As a result, the courts sentenced Rowell to lifetime imprisonment at the Arizona Department of Corrections.

However, last month, the Yuma County Superior Court dismissed both counts as originally charged and found Rowell guilty of Attempted Molestation of a child, a class three felony.

Resulting in the court's decision, Rowell was released from the Arizona Department of Corrections.

Level 2 offender

As of now, Rowell is considered a Level 2 sex offender with an intermediate risk to reoffend.

Furthermore, YCSO follows the belief that an informed community is a safe community.

However, YCSO has no legal authority to direct where a sex offender may or may not live.

Unless court ordered restrictions exist, this offender is constitutionally free to live wherever he/she chooses.

In addition, citizen abuses of this information to threaten, intimidate, or harass sex offenders will not be tolerated.

Although sex offenders have always lived in communities, because of Megan's law, law enforcement is now able to share this information with Yuma citizens.
