DPS cites woman caught driving in HOV lane with mannequin

On Tuesday, an Arizona Department of Public Safety trooper caught a woman driving in an HOV lane with none other than a mannequin.

According to the Arizona Department of Public Safety, the driver was cited while driving on US 60. She was stopped by a state trooper who was in his second week of training.
