The investigation of the Calexico Police Department sparks up a heated argument between a council member and the former economic development director.
It was an exchange in front of the Imperial County Superior Court between Ben Horton and Calexico Councilman Bill Hodge after we interviewed Horton regarding the police investigation of the Calexico Police Department.
"I heard directly from Mr. Hodge. This came directly from him. He was asking me what I think about Mr. Duran requesting that he stop the investigation. I said you cannot impede an investigation," Horton said.
Councilman Hodge and Horton who are friends had a conversation last week and Hodge denies saying that to Horton.
Hodge says city employees come to him all the time voicing various concerns.
"When you’re in an informal meeting, you laugh, you jest, you goof around, you say things and you say things in a jetful way that are not serious," Hodge said.
Hodge claims Sgt. German Duran didn’t tell him what to do about the investigation.
"No one has pressured me, OK?" Hodge said.
Hodge appointed Horton to be the leader of the economic development after their conversation last week… Horton decided to resign.
"The most important part is that we have character. Why would I want to be on a team when the person that appointed me is trying to stifle the investigation," Horton said.
Human resources hired an independent contractor to investigate Calexico Police after several officers complained about working in a hostile environment.
After the interview the District Attorney’s office asked both Hodge and Horton to answer a few questions in their office.
